The waterfall of the Memorial Sunday has become an overflowing foam mess after someone has poured fluid into the water.
The monument to the war dead in Ramsgate, Kent, was completely defective on Monday night.
The locals woke up on Tuesday morning, so they were "angry and shame" in the state of the monument.
8,000 hand-crocheted poppies were placed above the waterfall on the Madeira Walk to mark the memorial week.
They created local Crafty Poppies knitters, poppies were seen as water spilled over rocks.

Tony Uden took pictures and wrote on Facebook: "It's angry and shame that we should have people in our city who would do it."
Some poppers were injured in the soap attack and had to be reattached.

Representative of the Thanet County Council said: "Due to the foolish behavior of a small minority, the waterfall at Madeira Walka is again exposed to vandalism and anti-social behavior.

"What makes this event particularly difficult is the complete overlook and the failure to take into account the recent installation of poppies here to commemorate the centenary of the First World War.
"Cleaning has begun, the foam has sprayed to a level that gives our teams access to water supply. We sincerely hope that we will be able to eliminate the waterfall before the week of memory this weekend.
"As we have seen persistent anti-social behavior at this site, we are also considering installing CCTV, which means the definition of additional funds at a time when money funds are rare."
