This first national social protection council, organized by the Ministry of General Affairs and Governance, therefore set the goal of identifying these disorders in order to establish a common basis for the reform, which will serve as a basis for the new system. social protection.

"It is necessary to restructure all protection programs, for better integration and more complementarity. This is an important issue for ensuring social peace and the rights of citizens," said Saadėddine Elotmani, who opened the meeting.

14 departments and one hundred programs

The situation in Morocco is somewhat paradoxical. The Kingdom has established more than 120 social protection programs. And more than 50% of the general budget of the state monopolize the social sectors, in the wider sense of the word. Then how can we explain the modest impact of these programs on the population? "There is no global vision or tools, such as the future single social register. The eligibility criteria are unclear, and due to the lack of accurate statistics it is very difficult to assess the impact of social protection on the population," analyzes Lahcen Daoudi, Minister of General Affairs and Governance.

The lack of accurate and comprehensive data on welfare programs in Morocco has been highlighted by several stakeholders. Driss Guerraoui of the Economic, Social and Environmental Council (EESC) calls for the development of national social protection accounts in order to strengthen the cohesion of programs and pool resources.

The reform should also be based on the homogeneous management of social protection programs. There are about thirty public actors, including 14 ministries and 8 organizations, under the supervision of 120 programs that are available!

The reform of social protection in Morocco, led by the Lahcen Daoudi department, is the subject of a study entrusted to the French company Finactu. His chief executive officer, Denis Chemillier-Gendreau, in his quality of social care specialist, recommends five main axes of work to help this restructuring:

– Increase the resilience of families by strengthening cash transfers

– Improve social performance with convincing results

– Strengthen relevance and quality of targeting

– reduce the dilution of programs

– Rationalize management fees, strengthen the available data

Areas of work that are more reasonable than a strategy that was well thought out, which some of the participants at Assises failed to train. They criticized the "repetition of a diagnosis almost the same at the beginning of the millennium", as well as "the use of foreign companies to import inappropriate solutions in relation to Moroccan reality" …

Inefficient workforce coverage

One of the main topics addressed at this conference is the social protection of the active population. Category subject to special social risks: loss of income temporarily or permanently due to illness, work accident, occupational illness, maternity, …

In this area, Morocco is a very bad student: a very limited range of active population, one of the lowest rates in the world of accident accidents … Of the 12 million assets in the Kingdom, more than 6 million people remain outside the field of social security. This added to the low stability of paid activity in the private sector: only one in two employees was registered with the CNSS for 12 months from the age of 12 years.

As regards compensation for loss of employment (IPE), "it will definitely evolve towards releasing the eligibility conditions," says Said Ahmidouche, director of CNSS. actuarial study This institution has developed several scenarios in order to increase the number of beneficiaries of this supplement. But as Ahmidouche well draws attention: "the effectiveness of PEI depends on the means that the social partners enter into it. When it was introduced, the minimum rate of 0.57% was chosen.

Morocco is also lagging behind its compliance with international law. The Kingdom has not signed several conventions of the International Labor Organization (ILO), in particular those relating to accidents at work and occupational diseases. The latter "do not have parametrization and segmentation models, their scale is actually ineffective," said Alain Letourmy, a social protection expert and FinActu consultant.

Internal contradictions

Overall, participants in the Social Protection Service have highlighted the boundaries of the current system because of the lack of the right mechanism for reducing job losses, accidents at work and occupational diseases. . In order to eliminate this situation, it was specifically recommended that urgent and forced conditions be reviewed, which would increase the transparency and sincerity of employers in the area of ​​corporate social responsibility.

But the causes of evil are deeper. The social protection system is at the heart of the incredible inconsistency, according to Said Ahmidouche's admission: "CNSS does not care about accidents at work or occupational diseases. This is one of the quirks of our protection system because the world's first risks are covered by the social safety, accidents at work.

Under these conditions, our social protection system should be literally transformed into its most basic principles, instead of restructuring existing mechanisms that have long been showing their limitations in terms of employees' social protection. While the Ministry of Labor – largely absent from these meetings – adopted in the government government a regulation on the social security of non-employees (TNS), a population estimated at almost 6 million people in Morocco …
